The International Trade Commission of the United States made the second double anti sunset review on the industrial damage of stainless steel welded pressure pipes involving China

On October 31, 2019, the U.S. International Trade Commission (USITC) made the second antidumping and countervailing sunset review final determination on industrial damage of stainless steel welded pressure pipe imported from China, and made the first antidumping sunset review on industrial damage of stainless steel welded pressure pipe imported from Malaysia, Thailand and Vietnam Determination of harmfulness: within a reasonable and foreseeable period, if the anti-dumping and countervailing duties of the products involved in the case are cancelled, the substantial damage to the domestic industry of the United States caused by the import of the products involved in the case will continue or recur. According to the above affirmative ruling results, the current anti-dumping and countervailing measures of the United States against stainless steel welded pressure pipes imported from China will continue to be effective, and the current anti-dumping measures against stainless steel welded pressure pipes imported from Malaysia, Thailand and Vietnam will continue to be effective. This case involves the products under Tariff No. 7306.40.5005, 7306.40.5040, 7306.40.5062, 7306.40.5064 and 7306.40.5085, and some products under Tariff No. 7306.40.1010, 7306.40.1015, 7306.40.5042, 7306.40.5044, 7306.40.5080 and 7306.40.5090.

On February 20, 2008, the United States launched anti-dumping and countervailing investigation on stainless steel welded pressure pipes imported from China. On March 17, 2009 and March 19, 2009, the United States began to formally levy anti-dumping duties and countervailing duties on China's products involved in the case. On July 23, 2014, the United States extended the anti-dumping duty on the products involved in the case against China for the first time. On August 12, 2014, the United States extended the anti subsidy tax on products involved in China for the first time. On June 6, 2013, the United States launched an anti-dumping investigation on stainless steel welded pressure pipes imported from Malaysia, Thailand and Vietnam. On July 21, 2014, the United States began to formally levy anti-dumping duties on the products involved in Malaysia, Thailand and Vietnam. On June 4, 2019, the U.S. Department of Commerce issued a notice to launch the second antidumping and countervailing sunset review and filing investigation on stainless steel welded pressure pipes imported from China, and the first antidumping sunset review and filing investigation on stainless steel welded pressure pipes imported from Malaysia, Thailand and Vietnam. On October 2, 2019, the U.S. Department of Commerce announced that it will make the first anti-dumping sunset review final judgment on stainless steel welded pressure pipes imported from Malaysia, Thailand and Vietnam.
